         The main building, territory and office of the University are located in the centre of Moscow near the ring metro station Kurskaya and twenty minutes walk to the Kremlin and other famous historical objects of the Russia’s capital. Besides, the University has a good material base for the training and research in the Moscow region. There is the University Chkalovskaya scientific and research training unit of 240.3 acres near the Star City cosmonaut training center. Another scientific and research training unit of 3.0 acres is Gornoye; and it is the main industrial and scientific base in the field of applied geodesy. The University branches of post-graduate education are available in all major cities and regions of the Russian Federation.

         The total number of university employees makes approximately 730 people. The share of professors, lecturers, and scientific workers makes about 42% and the others are administrative personnel. The share of lecturers with the academic degree makes approximately 82%, the average age of professors and lecturers makes 49 years; 37 higher education programs, 11 doctorate degree programs, and 20 professional development programs are realized at the university. There are more than 5000 of the Russian and foreign students and trained persons studying at the University today.

         The Rector is elected for 5 years at the conference by 100 representatives of the SULUP’s (the State University of Land Use Planning) staff. Now the rector’s team includes: Vice-rector for Studies; Vice-rector for Scientific and Innovative Activity; Vice-rector for Economy and Finance; Vice-rector for International Activity; Vice-rector for Social Work and Education; Vice-rector for Administrative Work.

         There are 7 main faculties (Land Use Planning, Land Cadastre, Urban Cadastre, Law, Architecture, Correspondence, and Second Higher Education Retraining) and 29 chairs (departments). The summary for the main faculties is mentioned below.

 

 

Land Use Planning Faculty

 

         The Land Use Planning Faculty (Faculty of Land Management) is the largest one both in the University and in Russia. It is also one of the eldest faculties (established in 1919). Its name was the basis for our educational establishment (the University of Land Use Planning).

         Approximately 1000 students are taught currently on full-time and on evening tuition at the Faculty. The expert personnel are trained at five basic departments (land management, economic theory and management, economy and management of agricultural production, higher mathematics, and agriculture and plant cultivation). Other chairs such as information science, soil science, environment, land-utilization and land register, land law, geodesy, aerophotography, marketing etc. also take active part in training. The chairs have laboratories with modern equipment and instruments. The training involves modern distant and Internet methods. The graduates of the faculty (surveying engineers) are multidimensional experts able to work in design, for the scientific and research establishments engaged in land management as well as for the enterprises and organizations involved in economic and legal activities concerning land relations. They are engaged in assignment of land to enterprises, public organizations and for individual construction, farming. They are able to execute and issue ownership documents, arrange efficient use and preservation of land. Activity of the economic experts and managers is connected directly with the formation of a general model of the real estate market involving various entities and individuals such as property owners, property funds, receivers, investors, real-estate banks etc. Real estate agencies, investment and insurance companies, stock exchanges, auctions, bidding and tender commissions and other participants of real estate market need the experts. It is necessary to emphasize the need in property and land management experts for such governmental bodies as land resources and management committees, property management committees, tax inspectorates, technical inspection bureaus, arbitrations etc. Commercial banks and other financial and credit institutions are interested highly in investment managers. The faculty chairs offer good postgraduate courses, master and doctorate degree programs to train scientific and teaching experts.

Land Cadastre Faculty

 

         The Land Cadastre Faculty trains bachelors, masters and doctors first of all in land cadastre science.

         The State Land Cadastre includes the system of data and documents on legal regime of land lots, their owners, lessors, land users and land lessees, land categories and properties and economic value.

         The Faculty includes four departments, namely: land management and land cadastre, soil science and environment, physics and information science. The chairs have modern laboratories, such as: automated land cadastre, information science and computing equipment with Internet access, environment control etc.

Activities of cadastre experts include legal registration of landholdings and land tenures, recording and evaluation of land lots, governmental supervision of land use planning, requisite surveying provided by land laws for cadastre services in republics, regions/territories, districts, cities/towns, villages and town settlements, land monitoring.

         The experts are trained for committees on land resources and land management of republics, territories, regions, autonomous entities of the Russian Federation, for the authorities of industrial and territorial land cadastre services as well as for departments of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), for the scientific and research establishments, for the organizations and departments of the Scientific and Production Associations, for the Russian Institute of Land Monitoring (RosIMZ), for the organizations of land cadastre municipal services connected with trade, mortgage, lease of land lots, land tax rates establishing etc.

Urban Cadastre Faculty

 

        In 1998 the Urban Cadastre Faculty was established on the basis of the Geodetic Faculty. The Faculty includes the following departments: planning and register of settlements, geodesy and geographic information science, aerophotography, mapmaking, municipal cadastre.

         The Faculty trains the bachelors, masters and doctors in Urban Cadastre science, and engineers qualified in Applied Geodesy.

         The experts specialized in Urban Cadastre are trained to organize the town-planning cadastre for developed areas, to register rights to real estate, to estimate land lots and real estate, to ensure governmental control over utilization and preservation of land in inhabited places, to exercise land and real estate transactions.

         The graduates of the faculty work in departments and structures of the Rosreestr, municipal committees on land resources of the entities of the Russian Federation, architecture and town-planning departments, cadastre bureaus, property committees, technical inspection bureaus, real estate companies, agencies for real estate evaluation, insurance companies, real-estate banks and other organizations connected with municipal land and real estate management, economics and transactions.

         The engineers specialized in Applied Geodesy can obtain deep knowledge in ground survey and computer processing of aerial and aerospace photographs. Engineering and surveying are designed to collect, record, process and represent the information in localities in electronic and traditional mode to use them in various industries.

         Future engineer obtains general and deep knowledge in human sciences and technology. Laboratories and studying rooms of the chairs are fitted with modern computers, advanced apparatuses and instruments of the best Russian and foreign manufacturers including unique laboratory complexes of digital cartography and photogrammetry.

         Our engineer can work in any design and exploration organizations, scientific and research establishments, higher education and special secondary establishments.

        Beginning from the first course, the students of the faculty have practical assignments in information science, geomorphology and soil science, geodesy, astronomy, photogrammetry and in interpretation of aerial and aerospace photographs and may work at the University bases in the Moscow Region as well as to have production and pre-diploma practical work in various design and production organizations of Russia.

Law Faculty

 

         History of the State University of Land Use Planning is closely connected to the law and land as the land is the main wealth of this country. Land and law are indivisible things.

         Abolition of governmental land monopoly, diversity of property patterns, development of land market, introduction into civil turnover and many other changes concerning market relations placed the issue of the legal education on the agenda as land management problems cannot be separated from the legal issues: civil, environmental, trade, land, labor etc.

         In 1998 the Law Faculty was established on the basis of land law and jurisprudence department. The Faculty also includes such divisions as jurisprudence, state law, ecological law, social and human sciences, Russian and foreign languages etc. Currently the Faculty trains about 600 students.

         High qualification of professors and academicians of the Faculty and the diversified structure of training enable the University to train its students at the full-time, evening, and correspondence departments.

         In addition to traditional courses, the University provides the opportunity to obtain the legal education for the persons who already have their higher education.

         The Faculty trains general lawyers having special knowledge in land laws. Its educational package provides for obligatory training in computers. Many classes are conducted in laboratories of Information Science Chair and Computing Center of the University. Nowadays computer skills (knowledge of legal databases) are obligatory for a legal expert.

         The system of organic combination of theoretical and practical training becomes traditional at the Law Faculty. Practical training and pre-diploma practice are the components of training and are the basis for studying of core curriculum. There are such specializations as civil law, land law and criminal law.

         The students of the faculty do their practical work in courts, in the Ministry of Justice, in the Prosecutor`s Office and in the Ministry of Internal Affairs, in the legal departments of enterprises and companies, in the land committees and in the committees of the Council of the Federation, in the State Duma, in the notary offices and local justice institutions.

Faculty of Architecture

 

         The graduates of the faculty have a full higher education and architecture qualification. They are ready for the individual creative work.

         The chairs of the faculty have necessary training equipment, laboratories and methodological rooms. The training is conducted with the application of modern computer facilities. The Faculty offers the postgraduate course and training in architecture. The Faculty includes the following departments: Fundamentals of Architectural Engineering, Construction, Agriculture Architecture and Physical Education.

         Future architect obtains general knowledge in human sciences and technology studying history of art and architecture, drawing, painting, graphic arts and sculpture, higher mathematics, building physics, science of materials and other engineering sciences. Attention is paid greatly to the architectural engineering. Our students are trained to design various residential houses, public and production facilities as well as to perform planning of inhabited areas.

         The graduates of the faculty can work for governmental developers, creative workshops, scientific and research establishments/foundations and as district architects. Having a certain amount of experience in design and construction, and having obtained a license, the certified architect is entitled to design any projects individually, to be a leader of any creative team and design workshop, cadastre and design bureau, design and construction group.

Correspondence Faculty

 

         In early 30s of the XX century the correspondence training began at the University. There was no distant training before. The sector of correspondence training of experts in territory arrangement was established in the beginning of 1931 and correspondence faculty was formed in 1934.

         Currently the Correspondence Faculty trains the following certified in-service experts in: land use planning, land cadastre, urban cadastre, law, business economics and management (real estate transactions).

         The graduates of the faculty are qualified (certified) as engineers, lawyers, managing economists. They receive state-recognized diplomas.

         In-service training lasts 6 years. One academic year includes one laboratory and examination session lasting 40 calendar days at the 1st and 2nd year of studies, 50 calendar days at the 3rd, 4th, 5th and 6th year of study; and four months are given for presentation of diploma paper and for preparation for the state examinations. External students may be provided with the hostel to prepare and present their diploma papers. They are allowed to use the University scientific library, training equipment, modern computer facilities, training and methodological literature.

         The Correspondence Faculty also operates as Training and Methodological Center which develops methodological directions and provides assistance in subjects mentioned above for all higher education establishments of Russia. The diploma papers of external students are made with the real outfits. The Correspondence Faculty has accumulated enough experience in training of the certified in-service experts and is continuously improving its educational package.

         The certified experts after graduation from the Faculty can work for the planning organizations, various committees on land resources and land use planning, for the scientific and research establishments, for other governmental organizations and establishments, and in the commercial infrastructure.

The Second Higher Education Retraining Faculty

 

         The Retraining Faculty was established in 1996.

         The Faculty retrains the experts in the following fields: law; business economics and management (real estate transactions); urban cadastre; architecture; land cadastre (specialization in real estate, land estimation and registration).

         The Faculty accepts persons with higher education. The selection of students is performed by the admission committee according to the interviews in the sphere of: state and law theory, economic theory, urban planning, and land cadastre depending on the direction of training.

The training is organized on the contract basis and can be in full-time (up to 4 years) or correspondence (3.5 years) mode. The contracts can be concluded with enterprises, organizations, establishments of any ownership, assigning its employees to pass the retraining course and also with any person individually.

         Those persons, who have passed their state examinations and have presented their diploma papers, shall be provided with the state diplomas of an appropriate qualification.

         The Faculty activities are formed in such a way in order to ensure the cooperation of the university with governmental and private structures, banks and other organizations employing the expert personnel.

Reserve Officers’ Training Corps Department

 

         Reserve Officers’ Training Corps Department was formed in order to organize the voluntary military training of citizens, and to assist civil and military organizations in their efforts to protect civilians and territories from emergent natural and technological disasters.

         The main tasks of the Department is to implement the programs of reserve officers’ training in specialties in the field of engineering; to participate in historic memorial research and educational work with other units of the University and to improve physical training of youth.

         Training of students according to the reserve officers’ programs is voluntary and it is implemented in a very limited number of universities. The list of these Universities is approved by the Government of the Russian Federation.

         Training of students according to these programs forms the standard of the higher education and it is considered to be an additional educational program. Except for the theoretical and practical training at the Department these programs include the training in the summer camp.

         Reserve Officers’ Training Corps Department was created in the University in the fall of 1942. At that time the teachers of the Department began training of the artillery officers for the army.

         The Department started to implement the Reserve Officers’ Training Program for engineering corps with the specialty of field-water supply and deep drilling platoon commanders from September 1, 1962.   

         Currently, the Department continues the training of reserve officers for military service as well as for civil defense, emergencies management, and natural and technological disasters response.

The Professional Further Training Institute

 

         The Professional Further Training Institute of the University is formed to conduct regular short-term and long-term courses acquainting with advanced developments, equipment and technology in appropriate fields in order to arrange and to provide with the further training classes for the employees connected with land resources administration in Russia. The courses are conducted by professors of the SULUP and other universities and by the experts from different federal ministries and agencies.

         The further training is performed in the following subjects: land cadastre; urban cadastre; business economics and management; land use; law; applied geodesy; real estate and land evaluation etc.

         The Professional Further Training Institute of the University realizes several programmes on further training of specialists in the sphere of estimation activity, land use planning and cadastres. There are: short term (up to 250 hours) and long-term (more then 250 hours) courses; thereafter the students receive the Professional Further Training Certificate and the Professional Further Training Diploma correspondingly.   

         The Institute includes the Consultative Center and the Center for Professional Further Training as well as the Department of marketing.

         During the past several years the Marketing department has been organizing several special programmes of further training concerning marketing, land evaluation, effective management of land resources, real estate and other business assets and the students receive thereafter the Professional Further Training Diploma of the State University of Land Use Planning.

         The training is conducted on a paid basis. On the request the students may be provided with the accommodation and they have an opportunity to take an active part in the cultural life of the university and the city.

The Scientific and Research Institute of Land Resources

 

         The Scientific and Research Institute of Land Resources was formed in 2017 with the aim to implement all kind of works in the field of land use planning and evaluation activity, mapmaking and geodetic production, legal and technological consulting, as well to create the automated informational and special technological systems.

         The main directions of activity are: land use planning, surveying and land inventory; aerial photography, photogrammetry and digital cartography; geodesy and digital cartography; land and real estate cadastral and market evaluation; economic management of land tenures; elaboration, introduction and maintenance of automated systems of different levels and directions; consulting and legal assistance in land use planning and cadastral activity.

         The Institute staff implements works in the field of mapping, cadastral division and land inventory on request of The Federal Service for State Registration, Cadastre and Cartography (Rosreestr). The Institute cooperates with such organizations as: Open Joint Stock Company Rosenergoatom Concern, Public Joint Stock Company Gazprom, Open Joint Stock Company AK Transneft, Open Joint Stock Company Russian Railways, The Ministry of Agriculture of the Russian Federation and other big state and private companies in the sphere of land use planning, surveying, legal assistance in registration of land plots or their parts.

         The Scientific and Research Institute of Land Resources cooperates closely in the sphere of production activity, pilot and experimental projects with such organizations as: Federal State Unitary Enterprise Goszemkadastrsjemka – VISHAGI, Research and Production Aero-geodetic Enterprise Meridian + LTD, Closed Joint Stock Company LIMB, Lavochkin Scientific Production Association, Closed Joint Stock Company SOVZOND, regional aero-geodetic enterprises and others.      

         At present the Institute staff continues to elaborate new technologies with unmanned aerial vehicles (drones) with the aim of agricultural lands’ monitoring.
